GMGA1013 Introduction to Public Administration
This course aims to introduce students to the concepts, theories and important aspects in public administration. This includes changing the roles of public administration during the colonized period. Apart from that, aspects related to coordination, management machinery, conduct, discipline, bureaucracy, relations private and public sectors and local development administration will also be discussed in order to achieve a more systematic and effective administration system.
GMGA1024 Politics and Administration
This course is one of the cores subject to all students of bachelor degree from the Public Management program. This course will expose students to the fundamental concept and core principle of politics and administration. The main focus of this course is the politics and administration within the parliamentary democracy system and presidential system. In the meantime, the student also will be exposed to the other political and administration systems besides of the democrative system. In order to strengthen the knowledge of the students regarding politics and administration aspect, the focus will be given especially to the political and administration system in Malaysia. At the end of the course, students will be exposed to the issues on the relationship between politics and administration that this political the administration will influence the bureaucracy system.
GMGA2013 Malaysian Constitution
This course endeavors to offer an introduction to the Malaysian Constitutional Law. In consequence the student will embark upon the study of the history and development of the Malaysian Federal Constitution as well as its sources. It also explores the content and concepts from the theoretical and practical perspectives. Derivation of these important concepts that developed ever since man lived in society among others are doctrine of separation of power, constitutional supremacy and Parliamentary supremacy, Islam in the Constitution, fundamental liberty, proclamation of emergency and subversive acts as well as federalism.
GMGA2023 Public Policy
Pre-requisite: GMGF1013 Economics For Public Management
This course aims to introduce students with theories and concepts of public policy and also the practice of it. The course is divided into three main parts. The first part will discuss the definition of public policy and related theories seen from the political perspective. Second, the course will discuss actors involved in policy making and their roles in the process of policy making. Finally, the students will look at public policy from the analytical perspective in order to understand in depth the need for policy making.
GMGA2033 Ethics For Public Administrators
The course is designed to familiarize students with some of the public administration ethics existing in Malaysia and Western country. Given the fact that the government administration is important machinery in the running as well as in its contributions to the overall growth of a country, it is crucial that it adjusts itself to meet the ongoing changing demands of the surroundings as well as to the needs of the public. The ethics of public administrations serves to impart to students an understanding of the guidelines available to the all public administrator in the pursuit of achieving the objective of creating an effective, efficient, responsive, disciplined and accountable public service.
GLUL3113 Administrative Law
The intention of this course is to study the use of the Administrative Law approach on administrative matters by referring to Malaysia and Western Country. The growth of Administrative Law has been the direct result of the growth of administrative functions and powers. Thus, prudence demands that when extensive powers are conferred on the administration, an adequate control-mechanism is needed, like control and safeguards by the judiciary and other various controls are needed to ensure the administrative organs do not abuse their powers. With the multiplications of governmental functions through legislature and also the existence of Subsidiary Legislation, give excessive discretionary powers to the government. Therefore, the Administrative Law is needed to balance the powers between the government and the rights of the citizens in the country. This course will also discuss certain administrative law cases to support certain doctrines or principles relevant to this subject.
GMGF1013 Economics For Public Management
The purpose of this course is to expose students on the concepts of basic economics. This is vital since these concepts need to be applied into advance courses such as Public Policy, Policy and Fiscal Analysis, and Economic and development. The contents of this course are divided into two main categories, namely Basic Microeconomics and Basic Macroeconomics. Among the topics discussed are demand, supply, and market equilibrium, consumer behavior, theory of production, market structure, national income, introduction to macro economy, macroeconomic problems, and money and monetary policy.
GMGF2014 Economics And Development
Pre-requisite: GMGF1013 Economics For Public Management
This course exposes students with the concepts and theories of development. Furthermore, this course also discusses on the importance of development to the developing country such as Malaysia. Among the topic discussed aim this course include the pattern and measurement of development, distribution and human resource, saving, investment and capital flow as well as development policies. In addition, Malaysian economic status will be also discussed by relate it with the development policies that are used.
GMGA2023 Financial Administration
This course introduces the background of the Malaysian federal government and financial administration. In general, the course will examine the process of financial administration in the public sector beginning from taxation, which generates national income to the final process of tabulating the public sector expenditure. It will focus on the conceptual and practical aspects such as the institutions, structures and process involved in financial administration and budget management in the public sector. In line with these, students will also be exposed to the principles of administration, models of the budgeting system and expenditure management activities. This was meant to enhance the understanding of financial administration practices. In short, the course will be divided into two main sections, an introduction to public financial administration and fiscal administration.
GMGF2033 Policy And Fiscal Analysis
Pre-requisite: GMGF1013 Economics for Public Management
This course consists of two main sections, which encompasses theoretical and practical aspects of fiscal policy and analysis. The first section will focus on the government’s involvement in the economy, application of fiscal tools to fulfill the government’s functions in an economy and also public choice theory. The second section will then introduce the theories and practices of budgeting as well as taxation in Malaysia. At the end of the course, the students will be able to understand the government’s involvement in the process of forming and legislating the economic policies based on the respective economic theories. In view of these, the topics which will be discussed are the public sector’s role in an economy, the government’s financing policies, fiscal development in Malaysia, voting and public choice theory, budgeting as well as taxation.
GMGM2013 Society And Organization
The course will discuss and elaborate the interrelationship between organization and society and how society has shape organization and vice-versa. It embodies and analyzes the process, issues, and alternative means in solving conflicts that emerge in modern organization and society. In terms of organization management, the problems arise due to the changes that occur in the society. Such changes are the emergence of women workforce, information communication technology (ICT), domestic and international migration wave, the demand of employment. The fundamental concepts of sociology and anthropology are also utilized in understanding related issues. The theoretical structure of social sciences is used to explain and justify the existing phenomena.

This course focuses on human resource management in the public and private sectors. Its main objective is to educate students on methods and recent information about human resource management in order to manage workers effectively. Students will be exposed to the role of the human resource manager, the way to analyze work, career development systems, training program, recruitment and selection process, motivation, performance appraisal, industrial relations and employees’ legal aspects.

GMGA3063 Comparative Public Administration
This course critically examines the various models or approaches in public administration. This is to enable students to understand and evaluate different approaches, especially in the context of contemporary public administration. Diversification theory is based on empirical evidence and current. In addition, the course will also help to shape the analytical skills among students. This is done through the analysis and evaluation towards the validity of different models and opinions based on the research evidences from various countries. While this course discusses the general system of public administration in many countries, but the main focus will be on countries like America, Britain, Japan, France, Germany and includes the ASEAN countries. Finally, this course will also focus on comparing new approaches in the context of New Public Management reforms in the administration and the traditional approach in public administration.
GMGA2043 Intergovernmental Relations
This course will emphasize and discuss the relations which exist in the administration of political system in Malaysia. Students will be exposed to the roles of the Federal Government as well as its relation with the State and Local Government. Furthermore, basic elements in the different levels of government such as the concept of democracy, separation of power, administration system and different forms of administration will also be discussed. At the end of the course, students will be able to identify and understand the various concepts in both politics and administration, including the administration of government, relations among different levels of government, jurisdiction and authority as well as the difference among the three levels of government in Malaysia.

This course provides the students with a historical development of the Malaysian local government. It also discusses on the concepts, features, objectives and functions of the local government. Apart from that, the course concentrates on the concentration and devolution, management and future of local government. It also includes the position of local government in the administrative structure, workers and financial issues, Local Government Act 1976, Local Government Act 1973 and Urban and Rural Planning Act 1976.
GMGA3013 Administrative Reforms
This course will mainly focus on the changes of administration in Malaysia. It will discuss on the important aspects that students should know about the changes that have occurred in administration. In the beginning of the course, the philosophy and objectives of administrative reforms will be explored. Students are expected to discuss all aspects of administrative reforms such as changing agents, administration in Malaysia, and approaches to administrative reforms to questions of privatization and corporatization.

This course is designed to expose students to areas related to public policy legislated by the government or public sector. Policy operation is vital because the absence of an effective policy operation might cause failure in the implementation of the policy. Thus, among the topics that will be covered in the lectures are a brief introduction of public policy, the formulation of public policy agenda, policy problems, policy analysis techniques, policy negotiation, policy alternative prediction and policy implementation. Apart from that, students will be exposed to policy evaluation concepts as well as public programme namely cost estimation, cost effective, analytical consideration and applicability of public policy and public programmes.

This course comprises a number of aspects of planning in the training for personnel development. The course includes a discussion on course planning of training needs and skills for the organization and workers, training objectives, methods and approaches of training and the importance of instructional techniques in training. The significance of planning in every department of an organization (inter-organization) and planning of training between organizations are also discussed in this course. The course also will explore the trends and current issues that emerge within the contexts of career management nowadays.
GMGM3073 Labour Administration In Malaysia
Pre-requisite: GMGM2023 Personnel Administration In The Public Sector
This course will discuss the labour administration system in Malaysia particularly in terms of process, structure and relationship between employer, employee and the government. Among the topics that will be discussed are an introduction of labour administration, development of labour administration, the right and responsibility of employer, employees and trade unions, collective bargaining and agreement, Employment Act 1955, Industrial Court and other topics related with this course.
Pre-requisite: Final Semester Students
Practicum exposes students to general training and experiences in the workplace. Students will be placed at several federal or state government agencies and also in private organizations. Students will have hands-on experience (on the job training) while handling duties and tasks given by their respective employers. Besides, students are expected to benefit and enhance their knowledge, skills and abilities throughout their training in the designated organization. Moreover, students will find practicum as a platform for them to develop their personality and human skills. Students are required to submit a report to the assigned supervisor as one of the course’s fulfilment in the end of their training.
